Education R&D Budget for MOOC Creation

The project below is for the creation of a Deep University campus abroad, supported in its creation by faculty members and graduate students from other universities, with a relevant of Mass Online Open Courses (MOOCs) adapted to the transdisciplinary goals of Deep University. Other formats are also proposed in the different pages of this website, such as the concept of micro-campus.

The creation of the conceptual structures and resources for the different units that need to be designed for the Deep University Campus as well as the dynamic processes permitting these structures to function require research. The most affordable way to obtain robust research in these areas quickly is to fund graduate students who will do their Master thesis or doctoral dissertation on one particular theme (Type A), Subthemes (Type B) and dynamic constituents (Type C).

One graduate student scholarship may cost $32,000 in the U.S., including tuition remission and one travel a year to the Deep University campus abroad, assuming that lodging and meals will be provided in the country where the new university or Faculty is being built. With the objective of getting graduate students involved from various schools, nationalities, and work orientations, twelve scholarships would be needed per year for five years from the date the buildings of the new, Deep University campus are ready to welcome students and faculty, which means $384,000 plus $211,200 UW indirect costs (overhead is 55%) totalizing $595,200 per year.

The Principal Investigator and four colleagues in charge of various themes and sectors will need two annual course releases plus one Summer month salary per year to be able to travel regularly to the new campus abroad. Their tasks will be to ensure smooth implementation of the Deep Educational concept and research ways of improving the functioning and dynamics of the university system. Costs: 25% of their yearly nine-month salary plus one Summer month; roughly $36,000 per faculty, which means $180,000 plus $99,000 UW indirect costs, totaling $279,000 per year for five faculty members.

U.S. technology infrastructures for the project will include computers and video editing applications, website design and multimedia applications to complement onsite immersion and provide learning resources for local students, faculty, specific disciplines as well as the interdisciplinary and transdisciplinary dimensions, at various levels of proficiency.  The estimate costs equates $1,000 per graduate students ($10,000) and $5,000 per UW faculty ($25,000) over the course of five years, plus $19,250 UW indirect costs, totaling $54,250 over the course of 5 years (roughly $11,000 per year).

In addition to these expenses, there will be subcontracting or an honorarium for a number of key players in each theme and subtheme, to video record interviews and create deep instructional materials that will be edited to provide outstanding courses and online learning resources for the participants of the Deep University. The goal is that each graduate student should produce 12 one-hour educational videos and related instructional materials each year to support 3-credit online courses on deep topics. Each topical course will include 3 videos from 4 keynote speakers. The graduate students will be in charge of finding the key persons for each field, interviewing them, selecting video excerpts for video production, and creating adapted instruction that matches the concept of Deep Education

Taken together, the graduate students will interview around 48 (=4 x 12) stakeholders, researchers and keynote persons in various fields each year thanks to faculty coordination on the project. Counting $4,500 honorarium per keynote person for delivering royalties-free videos of one hour each, multiplied by 48 persons per year will cost $216,000 plus $118,800 makes a total of $334,800 per year.  Camera persons and technicians for video editing, streaming production and webmastering the videos and instructional materials may count for an additional $264,000 plus $145,200 which makes a total of $409,200 per year; with a total of $744,000 per year including graduate students for the instructional video production.

The setting of the bilingual apprenticeship certification system would require a detailed budgeting per profession (electrician, plumber, carpenter, mason, etc.). First a model must be created that matches the existing local laws, and must be negotiated with local lawmakers and executives; then adapted to the local situation and needs for professional initiation and development, with the connections to local small and medium size enterprises and agreements on placements, days of vocational school and a certification process. The rough estimate for the start up of this endeavor is one million dollars in five years, including the invitation of external experts, but not including the creation of adapted building and infrastructures. This part of the budget could first be handled through the U.S. Education Research Center, and then be assumed by the new Institute for Deep Education.

Last we will need educational research involving the key actors in the project to get feedback all along the implementation of the concept and bring bottom-up improvements as the implementation is going on. This will involve two graduate students under the direct supervision of the Principal Investigator (PI), and extra time for the Principal Investigator to travel on site and interview the social actors in the project.  Two graduate students will cost $64,000 plus $35,200 indirect costs totalizing $99,200 per year.

PI travel and lodging (10 days = $4,500 x 3 per year = $13,500) plus one 8-hour day work as consultant a week for the project for 45 weeks = $36,000. Total = $49,500 per year. If a longer stay abroad is planned, onsite accommodation and meals should be provided by the host institution.

The start of the project can be anytime soon. The U.S. part of Deep University R&D should be transferred to and managed by the Education Research Center of the American University

Expected products:

  • 720 (144 videos x 5 years) learning videos in English and other languages for a broad variety of deep courses important for life on earth; these videos will be placed online and can be stored on mirror sites for the creation of Deep Universities in other settings and countries.
  • Instructional materials for sixty (60) 3-credit courses on key  topics.
  • Conception and implementation of a new vocational training system for bilingual local workers certified in various basic professions.
  • The major problem of educational reforms has been so far their lack of “aftersale service”; here the longitudinal format proposed will help ensure that feedback will be continuous and will lead to real improvements in the functioning of the Deep University.
  • Since ongoing research leads to publications, it will make the Deep University format notorious in five years, indicating that it is based on serious research and profound concepts, directly useful to humankind.

A detailed budget and proposal with performance indicators will be produced once there is an agreement on the goals and the project.

Note: This budget does not include the local infrastructure of the Deep Education Institute to be built abroad that would welcome the researchers and graduate students when visiting for stays that may last from one to several months.
